Case Study: High-Risk Bail Simpliciter and Intensive Supervision
Written: June 2026
Kaine, a Palmerston North man with a lengthy history of serious offending, came to Specialist Support Services in February 2026 after being granted bail on charges of Kidnapping and Wounding with Intent to Cause Grievous Bodily Harm, both carrying maximum penalties of 14 years imprisonment.
The allegations involved extremely serious violence, with the complainant suffering a traumatic brain injury, multiple facial fractures, a collapsed lung, broken ribs, and other significant injuries requiring intensive medical treatment.
Overcoming a Challenging Bail Application
Kaine’s bail application was particularly challenging. His criminal history spanned more than two decades and included aggravated robbery, weapons offences, violent offending, drug offending, repeated breaches of bail and release conditions, failures to appear, and multiple terms of imprisonment. His background also included gang associations and a long history of non-compliance with Court orders.
There was significant opposition from both Police and the Crown. The Court noted that Kaine had previously been declined bail on two occasions and had a history of offending while subject to Court-imposed conditions, including previous failures to answer bail and attempts to interfere with the administration of justice.
Despite these concerns, Specialist Support Services completed a comprehensive risk assessment and accepted Kaine into its residential rehabilitation programme to provide robust bail support services.
Presenting the Proposal to the Court
The Managing Director of Specialist Support Services travelled from Auckland to Palmerston North and appeared in person at the bail hearing in support of the application. The Court was provided with detailed information regarding the proposed supervision, monitoring, rehabilitation programme, and reporting arrangements.
District Court Judge L C Rowe described the proposal as one of the strongest high-risk bail applications presented to the Court, stating:
“I cannot think of a better or more well-supported bail application.”
The Judge also commented that the supervision and monitoring proposed by Specialist Support Services was:
“…as good as electronic monitoring, if not better.”
The Court ultimately granted bail on the strength of the rehabilitation proposal, supervision arrangements, and the distance between our secure bail accommodation in NZ and the complainants and witnesses located in the Palmerston North area.
Successful Transition and Rehabilitation
Following his release, Kaine was transferred to our residential rehabilitation in Auckland and commenced a structured programme involving counselling, rehabilitation activities, drug and alcohol monitoring, mentoring, behavioural change work, life skills development, and ongoing supervision.
At the time of writing, Kaine remains engaged with Specialist Support Services and continues to participate in rehabilitation and reintegration activities. Importantly, he has recorded no breaches of bail conditions, no programme breaches, and no known compliance issues to date.
Kaine’s case demonstrates that even individuals with extensive criminal histories, gang associations, previous bail failures, and significant risk factors can successfully engage in rehabilitation when provided with structure, accountability, supervision, and the right support network.
